So I have been getting this issue more often in TTW than in vanilla New Vegas, and it always happens when I am in combat for a very long time and there are many automatic weapons and explosions firing. Basically after a little while in combat, all of the sound effects play a few seconds after the effects actually happen, like when I fire my gun at a wall, I only hear the bullet impact a second after. I have a mostly vanillla setup with NVSR and NVAC as well as ENBoost, and I am using all of the recommended ini tweaks for the vanilla ini files and all of the stability mods. I even tried using some suggestions from the NV mod conflict troubleshooting like using multithreaded audio but nothing is working. Here are my specs:

Windows 10 October 2018 update
2x8 GB ram @ 3200
Nvidia 1080
AMD ryzen 7 2700x 3.7 ghz 8 cores 16 threads
ASRock X470 Master SLI/ac with BIOS at latest version

Could this be a problem with my hardware? Or should I reinstall windows 10?

You need to specify "recommended tweaks" If they aren't from us they are likely BS and causing more harm than good.

You can try going to this page https://www.nexusmods.com/newvegas/mods/61265?tab=files and grabbing the XP versions of the vorbis libs and see if they work better for you.

Please report back your findings on that if you do so.

Yeah it was mainly your tweaks plus the ones recommended by GamerPoets, though I also tried setting every threaded option to true. So I went back and set them all back to false except for AI and trees. Using that version of the Ogg Vorbis libraries didn't really help me any, there was hardly any change. What other options do I have?

Did you add exclusions to windows defender and your antivirus as suggested in the FAQ?

Yes I did, Windows Defender isn't even on because I have avast running. I had exceptions for the MO2 directory and the new vegas directory

Other users have had similar issues with Avast, so I think that is the problem.

I tried disabling my network driver and disabling all of avast's shields, but that didn't really help either. It seemed to lag maybe a little less but I still ran into the same problem again.

Could it be bad hardware? Like Ram? I tried using my old nvidia 970 which worked on my previous machine but I still had the same problem. I have also been getting random microstuttering on my other games.

Could be, I think others with this issue also had a 970. You could try removing nvidia's sound drivers, they are usually totally unnecessary.
