I can testify to this. On a fresh install of Windows 7, I wanted to see if there were any realtime AV's that didn't murder performance. I tried Comodo, AVG, Avast, and Avira. Every one of them made cell loading an absolute nightmare where it would constantly freeze. Avast was the worst, as even after uninstalling, performance was still terrible. Had to do a system restore in order to fully get rid of it.
Since then, I've only used Malwarebytes and scan my PC every once in a while.

Well I'll be....... I uninstalled Avast and switched back to Windows Defender, and the audio lag is totally gone. After going through the GNR plaza super mutant battle plus car explosions around 10 times, I no longer experience any audio lag and no major stuttering. Thanks to everyone who suggested that avast was the problem, especially Roy.
I still wonder though, am I missing out on anything with Avast's real-time scans? Will I be pretty much as safe with Windows Defender's real time protection and using MalwareBytes for manual virus scans ?
EDIT: only tested this on the laptop, I will confirm whether this also fixes the audio lag on the desktop.

Malwarebytes now has a game mode which turns it off while playing games.
