FNVLODGen not working

Whenever I install LOD created with FNVLODGen I find that most of the vanilla LOD disappears entirely. This is a view of Primm, looking over the back fence right where the roller coaster should be.

At first I thought this was a problem with NMC, but I've since tried a clean install with just TTW and I get the same problem. It works perfectly whenever I'm not running TTW and breaks whenever I am. I tried it with and without NMC, I tried both the highest possible and lowest possible Atlas texture sizes and I tried it with MO2 installation and manual installation. All of these things work fine with FNVLODGen except when I'm running TTW.
I haven't got a clue what could be causing this and I appreciate any help. Sorry if it turns out I'm just an idiot who can't install things properly.

Well you do have LOD, just some of it missing. Are you using some LOD packs or something? I can try generating NV LOD later to see if it works for me.

It works in the CW for sure.

Thanks for the reply.
At first I was using Much Needed LOD and LOD Additions and Improvements. The LOD added by these mods seemed to appear just as they should with TTW, just with lots of vanilla LOD missing. It's possible that some of the LOD from those mods were broken as well, but I didn't check every single one so I don't know. In any case, since I did the clean install I've just been using the FNVLODGen Resources package on it's own and I get the same missing LOD either way.
I have to admit i hadn't even thought to check the Capital Wasteland until you brought it up. But I've checked it now and it does have the same problem. Here's a shot of Springvale taken from directly above Vault 101:

I'm 90% sure the ruined houses have LOD in vanilla that's viewable from this distance, but correct me if I'm wrong.

I can confirm the issue in NV, I'm looking into it.

much needed lod's models are far too complex and the LOD reaches the vertex limit.

LOD additions and improvements is fine to use, provided you delete the one billboard texture that's a mask for making additional billboards.

I have no idea how to use FONVLODGen. Can someone explain it to me or link me somewhere.
I can't find a video tutorial on it and have a short attention span. Maybe someone can give me a step by step process. I am using MO2 and have set up FONVLODGen on it.
I am getting massive stutters when I use NMC. I tried large/medium and performance/small combos.
I'll give out my PC specs if anyone asks for it.
