NVSR, NVAC? Fresh Install Questions

Returning player from the 2.9.4 era, followed install from the video and begun modding already.
Big question already, installing NVAC and NVSR was automatic in my procedures then but I haven't seen or heard them get mentioned. Are they still standard to get installed? If it matters, I plan to install large texture packs, high-quality LODs and mostly everything I can that doesn't interfere with TTW.

And on the topic of NVSR I know that it doesn't play well with Windows 10 - which is my OS, but I saw this file here,

Which while it doesn't look like it's a certified ace for the problems NVSR can have with Windows 10 it's a start, I remember parts of my own tricks to make NVSR work properly.

This all just begs the question, are these two utilities still necessary to make TTW perform well under the added stress of higher-res textures, or even without them if your game is running on a higher-res (I play 2560x1440)?
I know that EVE, weapon reskins and FNV Redesigned are out the window so their strains are gone.

Yes, NVAC and NVSR will still work and "enhance" your game.

And you will have to edit the NVSR settings in the ini file, if you're using Windows 10. Here are the settings:

I strongly advise against using that Nexus file you linked. It's just a mess.
