The last TTW version had a optional install setting to use Fallout 3 sound effects for stuff like new quest, gaining xp, etc.
It seems like TTW 3 doesn't offer this option anymore with optional plugins? Is there a way to get the Fallout 3 sound effects manually?

It wasn't a plugin anyways, the sounds were just copied into a folder. We'd have to make a separate little packager to do this.
