About the only FNV mod which I am truly missing on this excellent 3.2 production is the PN Rebalance module and equivalents for FO3. I relied on these heavily because I prefer to make both games proper masochistic survival experiences and having found the excellent BLEED, it puts more onus on wanting loot rarity to be massively decreased.
I did try to alter my own loot rarity mod via overrides in FNVEdit using Roy’s advice for the chance none percentage, but failed.
Just wondering if anyone uses anything for this purpose or can suggest anything which may be compatible, many thanks.

I'm using Vicious Wastes. While it's a total overhaul mod, it does include a scarcity module and it works great.
You said you liked punishing survival experiences, then I think VW might be for you. Really cool changes to all consumables that make surviving actually quite a struggle.
A lot of balance tweaks to character progression and damage too.
It's got a patch for 3.2 and you can use it alongside BLEED if you prefer the way that mod handles damage, which is what I do.
