Crashing when installing Sink CIU personality

As the title says the game crashes when installing the Sink CIU personality Holotape in the old world blues DLC. never had this issue in the vanilla game. tried using the console commands to complete the quest but even that's not working. any help would be good.

Can you post a load order for us? There could be a number of things causing a crash, but you’ve only given us minimal info.

This bug is caused by NVSR, turn off the critical section handling.
