And if there isn't a mod is there a way to reset you xp to 0, and remove perks through console?

I haven’t seen a mod that does this, but it would be interesting to see/use of someone made one
Without a mod (and this is a very dirty way of doing things which I wouldn’t recommend) you could use console commands
You’d have to go through all of your skills and adjust the points accordingly
“player.modav <skill goes here> -<number to take away>”
example being: player.modav science -45
This would subtract 45 points from your current science skill level. Doing this wouldn’t be so bad.
The command “player.setlevel <desired level>” will set your level to the level you want but that’s all. It won’t change xp you’ve earned or your hp. Essentially everything will stay the same. But again, I would NOT do this and I do NOT recommend it.

It's easy to write a script to enumerate all perks and remove them.
It's also easy to get the players XP level by using resetxp command.
You can use modav to return all skills and special to default.
However a patch to open the reflectron (which acts like showracemenu) should reset the player to default, other than XP.
I looked into this already as I wanted to make a mod that turned your alternate selves into companions that swap between wastelands.

There used to be a mod called Difficult Journey where, upon your first time travelling to the Mojave, you're struck with a debuff that significantly lowers all yours stats because you're "wounded".

Yeah but that's not the same thing. People want to separate the Lone Wanderer and Courier from each other.
