Broken Steel is missing voice actors

I recently beat the main quest and have been doing some of the DLC, and I've noticed that a majority of the NPCs in Broken Steel do not have voice acting.
A few do, like Scribe Bigsley, but the scribes around him, Griffon selling Aqua Cura, and most of the Broken Steel specific NPCs do not have voice acting to their lines.

I am using Mod Organizer 2, and I have tried verifying my Fallout 3 game cache and reinstalling TTW a few times, but that doesn't seem to fix it. All the NPCs for the other DLC appear to work, I've been through Point Lookout and Operation Anchorage and been around most of the Capital Wasteland at this point and this is the first time I've seen any NPCs missing voice acting.

Ooh, okay. I spent a half hour trying to find this bug somewhere else on this forum and couldn't find anything like it, so apologies if this was a repeat.

Yes it is, it's been fixed for years now.
The fix is in the TTW updates that can be downloaded from the TTW Download page.

If you installed the updates and still have this problem, then something else is preventing TTW from working properly.

So, make sure you downloaded and installed both updates after installing TTW, if you did, then you need to find out what's breaking your TTW.
Make sure your xNVSE and JIP LN are updated to the latest version and make sure Windows or your protection software are not interfering with or removed TTW files after or during installation.

We have thousands of users, and people with this problem can be counted by the fingers of both hands, and all of them had it because of the reasons I just mentioned (they didn't install the updates, didn't update their JIP LN plugin, didn't update from NVSE to the latest xNVSE or their installation/TTW was messed up by their Windows or anti-virus/firewalls).

Remember, the TTW installer is almost 3 years old, it's out of date and users still have to install both updates after installing TTW, and they also have to manually update JIP LN and xNVSE. So don't mind when you downloaded the TTW installer, because it's the same as it was for years... it's still old.

Id' wager money it's people using a bunch of the old mods on Nexus or LL that people claim still "work" even though they were never updated for 3.2.2. They're still forwarding a bunch of broken crap from the old versions of TTW. There are good reasons why these mods aren't compatible but people don't want to listen.

A lot of people seem to assume the 3.2 main installer will install the latest, 3.2.2. They don't realize it is installing 3.2.0 and that there are updates to 3.2.1 and 3.2.2 for a reason. But yes, some will be trying their favorite 2.9.4 TTW mod and hoping it works when in reality it is trashing the game.
