I just made this little conversion for Clarity, as the old one didn't work correctly. Bear in mind that, for now, only Clarity - Dark Nights is available.

To clarify for myself and others who come across this post, does the .esp cover both games? At the time of this submitted post, I have not been/traveled to new vegas's world to find out myself and do not want to till completing all f3's dlc first.

For future reference, any and all mods that have been patched 3.2, posted on this forum, cover both games. I mean, the main lure of TTW is precisely the culmination of both wastelands into a single game, using the more advanced engine of New Vegas. If a patch only covers one section then it shouldn't even be here to begin with because that's not TTW is about. The question you need to ask, in case the OP ins't clear, is whether or not it needs the original files to work. Usually they tell you beforehand when that's the case.

Tried to download it but got 403 Forbidden error. Is this on my end only?

Yes. A 403 error is very often region blocking by countries. You can often get around that with a VPN.
