Fallout - MenuVoices.bsa not checked off in archive tab

Fallout - MenuVoices.bsa not checked off in archive tab

So after a fresh reinstall of Fallout 3 and NV and redownloading Mod Manager 2 it does not check off the Fallout - MenuVoices.bsa and Fallout - Voices.bsa. When I start the game it gets the the screen with the NCR armor and revolver and instantly shuts down/crashes with no report or "Not Responding". Does anybody know a fix?
