3.2 install issue

I'm having an error trying to install.

Windows 10- Steam Library in M drive
created a TTW folder in the common directory of the steam library
downloaded and installed MO2: set it up per the video linked on the download page.
download TTW installer, extract with 7zip to TTW installer folder in common directory, run the installer: does not autofind files, clicked browse and chose the Fallout 3 goty then the fallout NV folder. Then set the install to my TTW folder. Click install. say yes to admin rights.
an Error box pops up stating it has a stream read error.
Verified via steam both installs. Run both games through initial load screens reverifying they installed. Both load and exit normally. Retry Installer. The same error occurs.
Redownload installer, retry: same error.
Try Bat file option. Same error.

Suggestions on what to try next?

All things must be on the same drive, this is a limitation (bug) in Windows with reading/writing to other drives from a protected process.

they are all on my SSD M drive inside the steam library on that drive
M:\SteamLibrary\steamapps\common\
Fallout 3 goty Fallout New Vegas TTW TTW installer



manually forced the entire Steam common folder to not be read only: redid file verification via steam. (had 2 files replaced in NV) then redid the installer and its now processing.
