The load order for Fallout3.esm's masters should be:
FalloutNV.esm
DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm
LonesomeRoad.esm
GunRunnersArsenal.esm
But instead, the Fallout3.esm has it's master list set to:
FalloutNV.esm
LonesomeRoad.esm
DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm
GunRunnersArsenal.esm

You can sort masters in xEdit (you MUST use xEdit 3.3.3 or higher from github).
It doesn't break anything though, purely cosmetic.
