When I click new game nothing happens. The menu is stuck on the New Vegas screen

I've submitted questions to Reddit but can't figure it out. Anyway, long story short:

I installed TTW 2.9.4 no problem about a year back. It starts in DC and I played for a bit. It was fine.

When I was done, I moved my entire New Vegas folder onto an external hard drive. Then I uninstalled NV and FO3 from Steam.

Yesterday, I reinstalled New Vegas and FO3 from Steam. Then I copied and pasted my entire New Vegas folder with working TTW install overtop of New Vegas.

But when I launch the game from NVSE and get to the main menu and click a new game, nothing happens. If I launch from the New Vegas launcher my fallout.ini is reset and clicking a new game starts me in Mojave.

Any idea what I need to do?

I've checked all the ini files and they're all set to:

[General]
SCharGenQuest=001FFFF8
sIntroMovie=
bLoadFaceGenHeadEGTFiles=1

My load order is locked in Mod Organizer to the recommended load order.

I'm not sure why it's gone from working to not working?

Did you enable per profile inis in mod organizer?

Yes I did enable the ini tweaks.

I ended up reinstalling New Vegas and getting fresh ini files. Then I installed TTW and it worked fine.
