Installation Error

So I've installed TTW before but then uninstalled it to just play New Vegas regularly. Now I'm trying to reinstall TTW and it says that I'm missing a bunch of Fallout 3 files and it can't be installed. The exact list follows.

I know that it's looking in the right place for the files but it can't find them. Should I reinstall both Fallout 3 and Fallout New Vegas on steam? Any help would be great.
