No matter what mod manager you're using for TTW you can get FO3 mods to download with Download with Manager by opening NMM (or another instance of it if you use NMM), setting it up for FO3, and setting the download directory to either the NMM download directory for NV or the MO download directory.

Except you don't need to do that, you can just download things manually and add them.
Also, FO3 mods need to be converted first, unless they don't have a plugin.
