Template questions

Am trying to find out which race the game chooses for the NPC 2604BA72, the one in the template or the one in the RACE field?

Am I correct to assume that the game uses everything from the "TMPL - Template" that isn't specified in the specific FormID of a Non-Player character?

Templates do not matter?

Site you linked mentions nothing of Templates and how their work when some parts are already filled in.

If the "use traits" flag is set then the template is used for the traits, which includes race.
