For some reason; my favourite Plasma Rifle does not work properly. When I try to shoot, while it consumes ammo and does the firing animation; no plasma is shot out. No green blob or anything. I tried shooting it at something and it doesn't do any damage; meaning it isn't shooting properly. It's the only unique Fallout 3 weapon that isn't working.

Last two mods are at the bottom because they were recent additions(also having trouble with the weapon mod vending machines; they show up as red boxes with an exclamation mark inide them, but that is a problem for later), hadn't put them above the two patches yet.

You have too many plugins (even disabled ones are indexed). We can't offer much support with such a gigantic load order as troubleshooting it is too complex.
Several mods are in the wrong positions, TTWFixes being a very important one. I would suspect the A321 mod is breaking it as it comes last.

Where should I put the TTWFixes? And if you do not mind me asking; is there any mods that you can see from the above load order that would clash with one another?

Taleoftwowastelands.esm and TTWFixes.esm are in the wrong place. They need to be directly after the FNV and FO3 esm's. If there are other mods in between them you're going to have a lot of problems. You should probably also scrap the unofficial TTW patch as it hasn't been updated by the guy who made it and causes more problems than it fixes. You also need to remove all of the inactive mods that are cluttering up your folder.
You should also use the TTW version of WMX from this website. It's condensed and cuts your load order by a bunch. Make sure you follow the directions carefully.
Reorganize your load order using the guide, rebuild your bashed/merged patches, then try again.
Produces the programming equivalent of coffee stains.

The inactive mods in question are within the bashed patch. Which is why they appear inactive. And I do use the TTW version of the WMX. Does that mean I should also remove the original bunch of WMX files?

I've never used Weapon Mod Recipes, but I think you're supposed to choose either R or S version... also they are kind of redundant when you have Weapon Mod Vending Machine. Read the docs. That pretty much applies to everything.

Well...the problem still persists. Vending machines refuse to either appear or they appear as red blocks(not in the MCM either) and A3-21's Rifle still has no effects too it.

If you are using the WMVM patch from here, you need the assets from the NV mod on nexus.
No idea why A3-21's has no effects, have to check in FNVEdit to see what broke it.
