Moved from TTW Tech Support to Mod Troubleshooting, though if we had a user error forum that's where I'd have moved it. This is definitely not a TTW issue.

Megaton being underwater or other places getting screwed up is always due to a mod with dirty edits to worldspaces in it. I'm going to say something about QuoVagis, CoitoErgoSum, BQV2DLC (whatever that is), or Find Ingots is causing the problem since the other mods you have are known working.

The problem, in this case, was me. I attempted to convert Quo Vagis to work with TTW, following the instructions in the mod forum, and for whatever reason, somehow the esm ended up not taking all the masters I assigned to it correctly. Don't know if I messed up saving it, or somehow overwrote it after getting it to work at one point, or what, but when I went back and looked it all over, it only had Fallout 3 as a master. That seems to have been the problem.

I found a converted ESM on the forum (that I hadn't seen since I wasn't yet registered, and couldn't see that forum), replaced my bad one with that, and now everything works perfectly.

if findingots has dirty edits

if findingots has dirty edits affecting those areas, those could probably be cleaned easily, as findingots would be for the steel collection quest in the pitt.

perms:  either a full fireworks display spelling out "Puppettron Made This" anytime a user accesses my content in-game, or just give me credit somewhere.

I'd like to add a mod which has issues like the mentioned one.

The Optional Files for "Wasteland Traveller's" which should add "Crowded Cities" is causing a really nice bath, at least in my case. Deactivating this optional file is working for now.
