no idea what kind of mod, that's a very strange effect going on there.  disabling mods until it stops happening is what i'd start doing.  maybe open your console to see if there's any output coming in that corresponds.

I'm thinking now it might have to do with the quest itself. You know how Moira heals you after the crippling injury, I think thats bugged and its giving me it now. This type of thing where i get done talking with her then I lose control and focuses on her and it turns to black and then I talk to her again is bugged and happening after I'm done talking with her

if you've already talked to her and it's still happening, that's a bug that might've already been chased down

it didn't happen to me on my last run through, and i haven't actually gone through the forums at this point to finger the threads on the moira bug

That's the bit of information I needed, Mariofan17 is right, I confirmed that bug with the plugin TTW_Reputations a while ago. Try to disable TTW_Reputations.esp until you finish the Wasteland Survival Guide quest of hurting yourself I think, if that does not work then disable it until you finish all of the Wasteland Survival Guide quests.
