TTW and PN not working correctly

TTW and PN not working correctly

So I have followed the installation and mod suggestion to get a basic game with a few mods working, And I actually thought it worked right until I left the starting vault and tried to repair some stuff. When I click repair nothing is available to repair, even though I got 3 of the same item. So I tried turnings mods off and fiddling with the load order but I found out that I have to turn off all of PN files for repair to work again. Anyone know what is wrong? Everything else seems to work fine except repairing.

If you have the PN Rebalance alternate repair system running, you won't be able to repair (even with like items) unless your skill is of the appropriate level. Check the PN documentation.

Is that a seperate mod or? I only have the PN mod and the TTW compatibility patch running.
