Trouble Getting TWW Installer to Run/FO3 Read Only Issues

I've followed the checklist for installation but seem unable to remove the "read only" characteristic from steam libraries. I've used manual removal through command prompt and unchecking the property in the properties tab, but it simply returns to read only after the action is completed. Why is this acting so strangely, and how can I fix it?

There are some questions we can ask here to help you figure out how to find a solution, like:


Have you installed the .net frameworks, linked to from within download page for the installer?


Are you running the installer as an administrator?


How much free space do you have in TTW's install directory?


And so on. The site has a ton of threads about installer issues if you search for the right keywords like 'installer' or 'directory' to name a couple.

I have the most current .net

I have the most current .net frameworks for win 10, 4.5 I believe. I'm running the installer as an admin, but the TTW install directory is just a folder I created on desktop-where should I install it to besides NV Directory, as I was told to avoid that?

I legally own both copies of FO3 and NV through steam, along with all DLC.

Okay, now it is displaying an error message: an uncaught exception occurred and the program will now exit. Looking through the forums, this seems to be a compatibility issue with windows version, but I'm running it in win 8 compatibility. What gives?

Update: Issues with Webroot

Update: Issues with Webroot anti-virus will halt the bsa file from operating as intended, and will continue to do so unless an exception is added- even if firewall, safe shield etc. is turned off.
