The image should give you a good understanding of the problem. I know with a certainty that Fallout Character Overhaul is the culprit, as when I completely uninstall said mod the correct textures display for the eyes. I'm sure some will say "simply remove any .dds files that correlate with eye textures from FCO that are in your data folder". To that I say, I absolutely have, as well as removed any .nif files that have anything to do with eyes. Does anyone reading this post use FCO? And if you do, have you experienced this issue with the eyes that are unique to the pitt race? Any advice that would allow me to continue to use FCO without this issue for be very much appreciated.

FCO uses new meshes for his
FCO uses new meshes for his eyes. I've seen it even in nilla FNV.

You need to go to the Eyes in
You need to go to the Eyes in FNVedit and make an override for pitt eyes to equivalent colors of drumbers textures from FCO.ESM / Eyes (I fix all npcs that get crosseyed with fco like that in fnv - using ttw redesigned in ttw for the consistency sake, though dream of FCO- TTW :))

@TJ I know FCO uses unique eye meshes. @mamelukturbo Yes I could easily change the problematic eyes to a similar texture from FCO, however I would like to keep the original textures created by Bethesda. I would also like to note that I extracted the original eye .dds files from the Pitt .esm, put said files in the correct folder structure inside my data folder, with hopes that I could manually use those .dds eye files to correct the problem, no such luck however.

The eyes from bethesda will not work with FCO you have to choose one or other. Check vanille eye .dds and fco eye .dds. Vanilla has 1 eye, FCO uses texture with 2 eyes so that you can have characters with 1 blodshot eye etc.
