Placing objects in the CW

I'm creating a small mod that adds a collar to the game, and I want to add it to the Capitol wasteland. I'm fairly new to the GECK, so I'm not sure how to do that with TTW. 


How do i get into the CW worldspace or an interior to place the item from the GECK, when it wont let me load any master but the FNV one?

in GeckCustom.ini (<your default hard drive>:\Users\<your windows profile>\Documents\My Games\FalloutNV)


Read this tutorial. It covers most basics and is essential reading for every modder, imo.
