Just a general question regarding TTW. Will most weapon mods made for FNV originally (as in adding new weapons, not modifying exisiting ones) work without hassle with TTW? Or do I need to do a conversion for them?

fnv mods in general don't
fnv mods in general don't need to have anything special done to them to work in TTW (because TTW is a FNV mod). however, populating the Capitol Wasteland with things from FNV may take a little work, since not everything is shared, and location-specific things just won't be around locations that aren't those specific locations.
perms: either a full fireworks display spelling out "Puppettron Made This" anytime a user accesses my content in-game, or just give me credit somewhere.

Weapon mods should work perfectly fine. Integration into the DC wasteland leveled lists and vendors will require patches.
