Need help with a mod I am working on

I created a fairly big quest mod and when I began play testing it  probably 3/4 of the NPC do not respond when I activate them.  I have never run into this problem before, and can't seem to find a solution.


 


I've looked in Factions and been up and down my dialogs and am so freaking lost I want to shitcan it and start over, but... you know months... of effort.


 


 


If anyone has run in to this problem before and could point me in the right direction I'd really appreciate it.


 


 


This is more complicated than anything I have tried before so a few questions:


 


1. Does every npc I create need a unique VoiceType?


 


2. Can two npc be assigned to the same piece of dialog if they have the same VoiceType?


 


I've attached the mod so that if an experienced modder want to look at it and tell me what I did wrong they can.


I was going to upload here once it was finished any way.

It's generally considered a polite thing to do to go ahead and post the solution to the problem, even if you discovered it and even if it was due to your own error. The reason is that, 5 years from now (assuming this site still exists, and why shouldn't it?) someone might be looking for that exact issue, find this thread, and have no answer to the question D:

At some point while making the mod I must have accidentally put a blank line of dialog into the GREETING of the Megaton dialog quest. During my trouble shooting I never bothered to look there because my mod doesn't touch that quest. I only found it by deciding to do a deep dive of every line of dialog in the game. I got lucky because I checked megaton's dialog early in the process.  Blank line of dialog assigned to no one caused massive problem.


I am sort of confused why it didn't affect every NPC though.
