I'm not even sure how to describe this bug correctly, it appers at random but the basic just of it is that inventory menus, dialog boxes, and notifications get "Collapsed" into a single, unclickable line. I've tried everything under the sun to get it to stop but so far I've only determined it not any HUD or UI mods causing it.

I'll post more pictures once I can actually replicate them in game, for now I'm just uninstalling almost all my mods.
