I had a similar issue once as I've gone through the megaton main door. Suddenly megaton turned black & white. I saved the game reloaded and it was gone. I didn't mention it yet because I had a load order problem at this time and it has not happend yet again.
Check your anisotropic filtering. It probably reset when you dropped new configuations settings into your NV folder.
The sidewalk pieces do not have LOD meshes. The cliff pieces in the background do, which we can still see, so I think you may just need to increase the sampling of your AF.
Spot on TrickyVein. Almost every setting was turned low/off.
Who needs good performance when your game can be beautiful?
Not sure if you are referring to TTW when you talk of dropping new configurations settings in, if so, that's not an issue. TTW reads your .ini file and makes only one change to it.
I was thinking the graphics settings were reset with a fresh install.
I'm not blaming TTW! Sorry if it seemed that way.
