The Raiders of Two Worlds

Do the raiders of DC and the Mojave rely on the same raider npc files/assets? In other words, if I change the raiders in the Mojave, will I find them also changed in the fallout 3 world as well? I'm thinking of making the raiders of both sides of the country look distinct from one-another, for my own personal game.
