Can I make a quest mod for Tale of Two Wastelands?

Years ago, I wrote up an outline for a quest mod for Fallout 3. However, while the quest is set in the Capital Wasteland, I feel the gameplay elements of New Vegas may work better for it. If I am permitted to make a quest mod within TTW, would I put the download here, or on a different site?

Most folks post their TTW mods here or at the New Vegas Nexus (or both). If you post at nexus, be sure to note that it's for TTW and set an offsite requirement pointed back at the TTW site.
