What does esp-esm translator do?

I don`t quite understand what it does. I think it has to do with making files into masters instead of plugins maybe.

Please explain this to me?

Buzzing the mod authors page, it looks like he's searching for "text" items in the specified plugin, looking those (text) up in a translation dictionary of some kind (German, Italian, etc.,.), then writing the new records back out to the plugin; translating it.
