I managed to get it working
I managed to get it working thanks to a fix that another user posted on the comments page. My only other issue after that was the HUD item would randomly disappear, but I think that's a problem with getting it to work with Unified HUD Project using Mod Organiser (which isn't easy to get working together anyway)

So how is it that I and probably other folks have been able to use this mod with TTW without traveling to New Vegas first? I have other games saved in New Vegas which aren't dependent on TTW with JIPSF enabled in them but that really shouldn't matter for the games I start in DC. Unless it does.
