Yes that is the fix, I'm trying again and I added it to my stock game folder along with NVSE and FNV4GB, and it seems to work for me now.

 Is there a particular version of ai that should be used? The one on the FNV nexus has a lot of negative comments recently. Is Quarn's for FO3 better? Or would the one generated by FOMM work better? Because just running FOMM and setting its archive invalidation puts in the ai bsa and registers it in the actual game folder's default ini.
Quarns always worked for me (nv). Nevermind negative comments on nexus unless they are from someone who's a modder and not a skyrim pleb.

alternatively one can enable AI in MO and move the "Fallout - Invalidation.bsa" to the data folder since it incorrectly places it in the main folder.
