Depending on when in the Main Quest you leave More FORTified might be a good idea to reflect an expanded Enclave presence.  Or FORTified to reflect an expanded Brotherhood of Steel presence. 


I use More FORTified myself, but not to reflect the passage of time, I have it active right from the start of the game to add to the challenge.  Truth be told I personally don't like that it tells you that it has been 9 years.  I would have preferred that the passage of time be kept more vague.  Merely have it say that some time has passed or something. 


But then I feel the same way about the date in Fallout 3.  I would have preferred not knowing the exact date, or how much time had passed since the great war.  They should have just said generations have passed, something vague like that if you ask me. 


But I've gone off on a tangent, anyway like I said FORTified and MoreFORTified are two suggestions.

Though I have an idea if this ever becomes a mod for Oasis- Depending on what happens, you end up with three things happening after 9 years-


Kill Harold- The Trees live on without him. However, creatures begin to grow- A variant of spore-carriers, with branches coming out of them, seeking to spread far and wide. The little girl has grown, and joined the Brotherhood to slay the menace.


Make Harold grow- The tree creatures are non-hostile, and Harold commands them all. The little girl is now a fully grown woman, who ensures that nobody kills Harold.


Lock Harold away: The tree things only spawn near Oasis, but there are a ton more of them- Including several modified Super-Mutant Behemoths, overtaken by Harold. They are all hostile, seeking to keep folks away. The little girl never grew up, but is instead like Harold, and spends most of her time in Oasis, with her friend.
