New Vegas mods' leveled lists and the Capital Wasteland

Hello. I am a new user of TTW and this is my first post here. I'm new to modding and all that stuff so some help would appreciated. Could anyone explain to me how I would go about making a compatibility patch for nivea's Spice of Life so that the items added to the leveled lists of New Vegas (vendors. containers and npcs) show up on the Capital Wasteland? Thanks in advance.

I'm pretty sure you don't need one. I use spice of life and diversified wasteland and the capital wasteland npcs all get the new items.

Same goes for most mods that add items to the leveled list

Spice of life doesn't work properly in DC for me. The items are scattered to some vendors and enemies, but not nearly enough. A lo of misc items and backpacks are impossible to find also.
