Quick update:

I thought it would be really neat to have the roof/awning be accessible, like so:

Now, I know this goes against the philosophy of TTW, which I very much agree with, which is to modify the game as little as possible, but this is just screaming to be done:

See, Freeside already has a train station as we all know, and it's a complete dud. It just sits there, taking up space. It just so happens that the building that I've put together, which used to be the train station in Las Vegas is the same size as the one in Freeside.
I mean, I really want to be able to just drop this in there and be done with it. It feels like it should have been done from the very beginning, but a unique model wasn't put together for the station so Obsidian just used the warext tileset instead. It's like...restoring it.
I say go for it. Since the building isn't tied to a quest or anything what's the harm? lol if anything it ups the property value.
Firstly, your work gave me a very strange boner, and I liked it. Thought this information was critical to get to you first, so there it is.
Secondly, that's the perfect spot for that, for the reasons you stated and also because Freeside Open merges Freeside into THAT CELL so it should automagically be compatible, if I'm not mistaken.
Well to be honest
if it is the same size and the old train station is useless, then I would also say go for it, it looks like it always belonged there
.
What we need now is the input of the dev team
.
Alright. I have to try it out in-game to see how well NPCs can move around it without having modified the navmesh myself. I think a good litmus test for this would be at the conclusion of G.I. Blues during the firefight between the Kings and the NCR next to the station.
I think all agree that it's a great idea. Looks amazing and that it should've been there in Vanilla. Great job. I'm jealous of your skills.
