So I'm here to ask: has ANYONE ever seen a armor fix for NV to work with Exnem's? It's definetly the best body replacer out there, but supports only F3 by far. So here's a question:
-can anyone consider doing it?
or
-is it hard to do by yourself? how do you do it, with what programs?

Please go see the FAQ section
Please go see the FAQ section. There are parts that talk about converting FO3 mods to work with TTW

It does not "work" with ttw;
It does not "work" with ttw; it has no interaction with ttw.
I'm pretty sure most of the mods that replace armor meshes say which program they use on the mod page.

But not how to adapt vanilla
But not how to adapt vanilla armor for new textures. I was hoping there'd be someone who could explain this to me >_>

There are tutorials on how to use the programs. There are FAQs about the programs. Nifskope is open source (iirc) so I'm willing to bet it has a community forum.
I don't understand what you're asking. It sounds as though you want someone to take time out of their schedule to hold your hand through the whole process.
Anyone who is interested in exnem for nv/ttw will check this thread (perhaps confusing this with a relz thread), and of those, there may be someone who has the skills to do it, and they may have the decency to upload it. They might even upload it here.
Or you could research how to do it yourself instead of asking for it to be spoon-fed to you. I suggest google.
EDIT: And GIMP. Nifskope for meshes, GIMP for textures.

i guess i don't understand.
did you actually install the body replacer?
or did you just install the armors that were converted for it, and are trying to get them to look right on vanilla bodys?

As I understand it, he wants
As I understand it, he wants the NV armors to be converted to a FO3 replacer, as he is unsatisfied with any of the NV replacers, despite the miniscule differences between them.
Here is the replacer he is talking about, for anyone who wants to know http://fallout3.nexusmods.com/mods/8524/?

1st of all; no need to be
1st of all; no need to be snappy =_=. I'm just throwind ideas out there and yes, I AM unsatisfied with NV body replacers (too clean and idealised). If anyone feels the same, and HAS the time and skill it would be great to adapt NV added apparel to work with new textures and UV's.

No one is being snappy.
No one is being snappy. Objectively, there is not a lot of difference between the varying body replacers, as opposed to something like Skyrim, which has cbbe (among others).
Oh, and the jiggle physics mods that usually have torso-sized breasts. I will concede that those are /very/ different.
