I know quite a few people will just upload mods here, but I'd like to encourage upload to the Nexus too, since pretty much everyone goes there, and lets face it, the search capabilities are much better.
The Nexus admins seem pretty OK with us uploading TTW mods, so long as we follow a few rules.
DO NOT:

Link to the TTW site. -
Ask TTW related questions in the forums. -
Upload content that is specific to Fallout 3. -
Upload converted mods for which you have not received permission.
I have seen forum threads locked for asking about TTW. Do it often and they might start giving out strikes and bans. Nobody wants that. You will also get banned and possibly bring down the removal of many TTW mods if you upload cross game content.
However, if you have Fallout 3 based assets you need to distribute, uploading them to the Fallout 3 Nexus should be fine, and you can link to your files there. Or uploading them here. We seem to have a pretty decent file size limit, but I still say use Nexus to be nice to the TTW site host.
Now that I've covered what not to do, lets cover some things that should be done.
DO:

Put the tag "TTW" in the title of your mod. Easily done by adding it at the end after a dash "-". -
Put "TTW" somewhere in the description of your mod. -
Put "A Tale of Two Wastelands" somewhere in the description of your mod.
By doing these three things, you make it very easy for people to find TTW related mods by just searching TTW.
If you want to use someone else's mod as a starting point, or use their mod's assets in your mod:

Read their mod's description page carefully. The author may have stated their permissions for using their work there.

It is important to note that while Nexus has implemented a "Credits and Distribution Permission System", most mod authors have not yet used it. Still it is worth checking, simply by clicking the "Perms" button on a mod's page. It you see a red warning at the top of the box "This user has not updated their distribution permissions since the system was implemented" then you can disregard the information there, as it is still set to Nexus defaults, and doesn't provide any help for determining permissions. -
You may also want to check the mod's "Posts" and "Forums" comments sections, where the author may have given permission to others in the past.

If you can't find anything on the mod's page, send them a PM/Email asking for permission, and then wait a week or so for a response.

Because many Fallout 3 and Fallout New Vegas mods have been abandoned by their authors, you may never receive a response.

If you don't receive a response, send them another PM/Email explaining that you have proceeded without their blessing and that they can contact you at any time if they wish for you to stop.

Make sure you are polite and that you let them know that their work will be credited prominently (and linked to) from your mod's page.

If you do not get a reply back, be aware that the Nexus typically does not allow you to re-use other people's work without explicit consent (as opposed to their implicit consent, which you have, since the author did not respond to your request). However, this "explicit consent" rule is only enforced on the Nexus if someone complains or notices, and many popular mods currently available on the Nexus use content from other mods with only implicit consent from the original authors.

You are always welcome to post your mod here in our Mod Releases Forum in either case.

When you're done, credit ALL authors who contributed to your mod and link back to the original mods that you used, even if they say they don't need to be credited. Give credit where it is due.
