Well, I wasn't really considering FO3 mods, but rather FNV mods if they happen to have certain incompatibilities. You're right, though, I didn't think about the fact that they'd need TTW installed (DOH!) in order to fix anything.

So what does that mean if a mod author is MIA? That the mod (for what regards an updated, TTW edition) is in limbo and we can't do anything (or upload it if we did anyway)?
How does this work out? What are the rules of the e-road on subjects like this?

Well you should PM the mod maker, wait a week and if there is no reply go ahead and upload the TTW version, but give credit to the original maker anyway

There are no truly established rules.
Personally, I send them a PM/Email asking for permission, and then wait a week or so for a response. If I don't receive one I send them another PM/Email explaining that I have proceeded without their blessing and that they can contact me at any time if they wish for me to stop.

That should actually be put in the first post regarding permissions. If there are no established rules on the subject, who better to establish a standard than we considering at this point we're probably the only ones converting FO3 mods. Jax's solution seems to be the most respectable and diplomatic I've seen.

Just to clarify on the Nexus
Just to clarify on the Nexus if you do not receive permission then do not upload full stop even if said mod author is MIA. Sending them a PM saying they can take it down if they wish etc does not fly on the Nexus.
