I'm a little late to this post, and there are a lot of great ideas floating around about this. I probably need a day or two to truly digest all the ideas posted here, but I thought I'd fire off a few things that popped into my head while reading the thread.
First, no one has mentioned Dukov's as a locale for gambling. I know Dukov, and that drunken whoremonger would like nothing more than to fleece some caps of an unsuspecting visitor. Why do you think he plies you with free drinks, just like at a real casino?
Second, I agree that Caravan should be kept exclusive to the Mojave, but if that is the case then it should have a DC equivalent. I know there is a school of thought among TTW community that says "We don't want to reuse stuff from FO1, FO2 or FOT!" but Thermador's suggestion of Tragic: The Garnering is fanfreakintastic. I totally LOVED that part of FO2, and the followup easter egg for it in FNV. I can't think of a better idea for a collectible card game in TTW than this. Hell, it's probably a better idea than vanilla Caravan, and could conceivably be played in both DC and the MW.
Third, I love the idea of Tenpenny having it's own casino floor. That really seems like something the high-rollers would have around to keep them occupied in their Tower. I would be against excluding a player from the casino if they didn't help Burke destroy Megaton, because you can still interact with Tenpenny and help him with his ghoul problem in a number of ways if you kill Burke in vanilla. I do agree that you could set separate limits based upon the current status of the Tower, whether it be humans only, ghouls only or a mix of both. I would keep the option for a mix of both because of mods like Tenpenny Ghouls at Peace and Ghouls Cohabitate that allow both factions to exist peacefully at the Tower after you worked so hard to get rid of all the bigots and smooth the way for Ray and his crew to live there. (I always despised how Ray lost his sh*t and killed everyone after I ran so many errands to get him to live there peacefully. It made no sense to me, since if I wanted that result I could just open the damn basement door!)
That's all I have for now, but I'll check back in a day or two once my brain has had time process all of this and the creative wheels start to turn.

this has only ben put on hold until TTW 2.0 is out to the public. I want to make sure I don't need to begin again after the update. The hard part is done (Making the models) and, I only only need to figure out it it is possible to make gambling chip based or, Do I need to have someone selling chips.

I had that same idea xD since I am a long time player of Magic the Gathering xD I loved when I played fallout and found some tragic cards hahaha

I love all those ideas, especially the idea of a card game at Tenpenny Tower, contrasting to "cheating" Moriarty's or simple slots at Rivet City. DC shouldn't be a gambling mecca like NV, but a few choices would be good.
Adding DC Caravan players would be okay with me, and is probably the easier option, but given the choice I would prefer a DC-based alternative card game instead, lore-wise. Tragic would be awesome! :)
