Both Nevada Skies and URWL has a TWW compatibility path. [Nevada Skies URWLified](http://www.moddb.com/mods/nevada-skies-urwl) is the lightest weather mod I've ever used. I'm sure it will look good in DC.

Try RWL / RWLE. Doesn't get much lighter than that.

I agree with TJ and both of
I agree with TJ and both of those you have mentioned, Nevada Skies and URWL have problems in certain world spaces and can be resource heavy.
