I was just running around the Wasteland with my companion mods, and I had an idea... why isn't there a mod that allows you to change the race of a companion to another one that you've installed? I installed the Daughters of Ares for New Vegas and it looks great, but I don't see any obvious way to change it without writing a whole new mod for the character (I'm not very good at modding...). So what do you think? Is this doable? Perhaps with an inventory item?

Well, what I was thinking was that there could be an item, looks like a camera, you can point and "shoot" an NPC and it would ask you if you wanted to change the NPC. I was thinking that it could open the Character Creation window, using the NPC as the target rather than the player. The way I see it there would need to be a way to create the surgery camera (I've seen people make stationary surgical monitors and mirrors link to the Character Creation window, so I know that's possible), and there would need to be a way to point the window to an NPC rather than the player. That's the part I'm not sure is possible. Do you think that a mod COULD do that?

The character creation menu
The character creation menu function does not take any parameters and opens the menu on the player. Assuming that someone could figure out how to get into it and alter the target, there's still no telling what would happen. This will probably not happen. Ever. Because most people don't care.
As TJ said, if you want to change the race and look of your companions, your best bet will be to learn how to modify them yourself in GECK. Nexus forums, and the forums and chat here will provide help if you need it, but don't just expect people to do it for you.
