Well maybe a survival 100 character uses a can opener and a survival 15 character uses a rock and loses 90% of the container.

i could be wrong about this,
i could be wrong about this, and i often am, but you can't set some of the features of an alch item to benefit from a skill and leave others out. so survival making your food more healing in normal mode translates poorly to HC because suddenly it also makes it so that you only need a bottle of water and some bread every day to stay perfectly healthy.
although for modding purposes, you could probably figure out a way to turn survival's passive bonus (the food/drink bonus) into a slowdown on your HC values damage. might need to push the default higher to balance it, but it's probably doable. then you uncouple survival from food/drink and bob's your uncle.

I thought he was asking for a leftovers mod. Basically if you're at 100 hunger, eat a food that provides more than needed for satiation you get some of the food back.

I don't really care about the
I don't really care about the balance or realism in this area. (eating -150 food when you're at 130 doesn't bother me.)
I do want to chime in on that if you have more survival skill it could mean that you're btter at cooking and preparing food so it's more beneficial. Knowing what to cut out and what's good vs bad means that you can avoid throwing up like crazy and such. Since they didn't want to add food poisoning into the game they just chose to say that since you lose 20% of your meals due to bad cooking/prep your food is overall 20% less useful.

there's nothing anywhere that supports that. that appears to be third person rationalizing hindsight.
