It is from the most excellent TTW Interiors mod by Chucksteel; I do recall picking up two very nice light armors named 'Riot Armor' from DCPD Police Headquarters upstairs in the Armory (locked up tight with a very hard terminal - Requires an effective science skill of 100 to get these, there is no lockpick option). Although technically these are not 'riot' armor really, based on their stats and looks these are something the cops would more likely have called 'DCPD SWAT Bodyarmor' - Complete with a high NIJ protection level advanced bullet-resistant vest with inserts/trauma-plates, police BDUs and combat boots.. In other words, this is a lot closer to the Sierra Madre Reinforced Security armor (Light armor) in functionality than Lonesome Road Riot Gear (Medium armor).
Yeah, this is my favorite light armor set from the Capital Wasteland as well - Works real well with the Light Touch and Travel Light perks, I don't need no powerarmor to survive scavving in DC downtown. For the full SWAT style look, I combined this outfit with the Vault 101 Security Helmet and a Marksmanship Carbine.
Big city SWAT team would have dozens of armors like these (at least one for every SWAT team member); However, the reason why only two are found in the DCPD Police HQ Armory, is propably because most of them walked out the doors back in 2077 when the DCPD SWAT team did it's best to respond to the emergency that was the Great War. The advanced electric lock must have kept the armory sealed for over two hundred years after the war.
