possible idea for I Fought the Law ending?

well, after the (possible) retaking of the prison, The NCR has retaken the prison and is wearing prison guard attire (like the ones used by the powder gangers) and are taking in inmates. maybe just use the meshes/textures and make a new type of armor for the NCR guards to wear (non powder ganger versions) possibly retex a jumpsuit to orange or something. just an idea. this would go into effect if you betray them during the quest "I fought the law" http://fallout.wikia.com/wiki/I_Fought_the_Law
