fatigue damage usage

my idea was, if you knock someone out with fatigue damage, maybe we can enslave them that way? the mesmertron is unreliable and therefor i believe the player should be able to slip on a collar if the NPC is knocked out. or knocked down.

This is a good idea. I've already got fatigue more or less implemented in PANZER, when I get a chance to work on it more I might look into adding this.
