I just noticed that you're on
I just noticed that you're on FNVedit 31.
31 has a problem creating ONAM records, which can produce the kind of trouble your describing. Stuff appearing normal in the worldspace/cell fields in fnvedit, but not appearing in game.
ONAM's only apply to esm's. (or esp with the esm flag ticked)
However, they also only apply to overriden records, so if this mod you're converting adds brand new stuff it likely won't be an ONAM problem. Regardless though, you really should upgrade your fnvedit.

Hi, I reconverted the mod
Hi, I reconverted the mod with FNVedit 32.
No change same thing again.
I didn't change a ting with TESnip just to check if the file was an ESM flag.
I Checked with FO3, looks more complete but I think that the interiors are not complete from the author.
