Since I'm not completely sure how much project brazil conflicts with ttw, I'm not going into too much detail about this, but basically what I'm requesting is a start up menu that lets you choose between Project Brazil, the Mojave wasteland, and the capital wasteland.

Not really possible until both TTW and Project Brazil are completed. TTW is still officially in alpha and Project Brazil hasn't released part 2 which makes up about 75% of the mod. Plus it would be HUGE getting all the TTW mods to play nice with Project Brazil.
Just set up separate FO installs for each game. Say you are currently playing TTW, first rename the TTW Fallout New Vegas installation folder (where the exec and Data folder are) to Fallout New Vegas TTW. Do the same for you FONV save game folder FalloutNV. If you are using FOMM or Mod Organizer, You will need to rename them too.
Now to play Brazil, you reinstall FONV and make the needed changes. Now you can play Project Brazil. When you want to play TTW, you add Brazil to the end of the folders mentioned above (So Fallout New Vegas becomes Fallout New Vegas Brazil). Remove the TTW from your TTW FONV folder (so Fallout New Vegas TTW becomes Fallout New Vegas). Now you can play TTW and you don't have to worry about some mod conflicting with one or the other.
Because you don't need to out run a Deathclaw.
You just need to out run your companions (Just bring a lot of companions in case the Deathclaw is really hungry!).

Project Brazil Team doesn't want their project associated with other major mods, as they view it as a stand alone game. Considering alot of us are friends with/ know them, we respect their wishes. Honor among thieves and what-not.

First off, sorry for the necro. Second off, they are already technically compatible, you can ride from vegas to DC after you finish Brazil. You just cannot do the main quest, which makes since seeing how you are not the lone wanderer. And as far as i know, the patch would not go against the wishes of the makers of Brazil, seeing how they mention TTW compatibility on the main page.

I just remember that the team, Gribs in particular, approached them with a start menu solution that allowed any mod to jack in and include their start in the list so that players could pick and choose. I don't know the details, but Project Brazil had no interest and, if I remember correctly, discouraged Gribs from doing a workaround to bypass their new game menu.

Next month will be three years for me working on Project Brazil. I go through weeks and sometimes months of burnout on it :) I think if I can get past the can of worms of 'A night in Pinehaven' then the rest will be a cakewalk in comparison.
I remember when the subject of a new-game start patch came up regarding Grib's method. We weren't opposed to it - I just didn't feel like adding more stuff to do. I think I was in a burnout phase or nearly so. I think Thaiauxn probably figures a patch was already made. We aren't opposed to a patch if someone wants to make it. I think in another thread here I said I don't see the point of it, but that's from a Mod Organizer perspective - and it doesn't mean I'm opposed to it. Maybe NMM users would benefit. People load up their mod list regardless of what authors say so whether it makes sense or not is moot :)
Anyway, the first installment is not going to change at all so any patch that is made will still work when part two is released.

Hopefully I don't get any clout for this, but if there was a patch to add Project Brazil compatibility it'd help me immensely! Has anyone started working on it/finished one? I was kind of hoping there would be one.

Judging by Ricker's statement above nobody from PB has worked on one because of extra load. The same probably applies to most members of the TTW team as well. To my knowledge nobody is working on a patch.
