NCR and caesar's legion paroles in the dc area? Maybe some bases or rather encampments to go with them. And passably progression of their influence as the main story progresses in fallout 3. Meaning maybe at the start, you only see scouts for the legion and NCR but toward the end you see full paroles guarding encampments on the west side of the DC area. (i know this is not lore friendly). But what do you guys think?

saying why that doesn't make sense. Why would the NCR send units all the way to the other side of the country where they would be cut off from supply, when they have all this other land in between there that they are more presently concerned with.

It would be a massive amount
It would be a massive amount of work for something that makes no sense. Adding things that don't make sense really doesn't jibe with the effect TTW is going for.
However, nothing is stopping you from learning how to make this mod yourself if you want it.

Ultimately I would like to have some NCR/Caesar's Legion people start showing up in the train station (and nearby) because its not like the courier is the only one capable of flipping a switch.
Of course this may never happen and if does would be tightly confined to the train station and areas nearby.
