wish I could get a blown up version of that map. I can hardly make out what's written on it.
And like I said, it would be excusable, even welcome, if you saw Legion vs NCR skirmishes in the capital wasteland if you had Wild Wasteland. Otherwise it wouldn't make much sense for either faction to be there.

Wild Wasteland is for wacky things, I still don't see it making much sense - it's not wacky so much as totally out of place. I can understand the occasional excursion - maybe a five-person scouting party, tops - but not a whole contingent of either side.

I think it'd work fine if the legnionaries/troopers were either disgruntled or retired. It wouldn't make much sense for the faction leaders to send anyone to DC, beyond perhaps finding out if it even exists, but I could easily enough see disgruntled members of the respective armies taking that train to get as far from the Mojave as they could. Plus, the way I understand it, the only way to 'retire' from the Legion is to die, so any legionary who's done with the fighting would need to exile themselves as far from Caeser's reach as they could, and DC would fit that bill nicely.
Patrollin' the Capitol Wasteland makes me wish for a nuclear winter...

This makes sense. I could see someone making a mod or two adding people like this across DC.

How would they know that though unless they sent a scouting party through ? All they'd probably know was what pre-war records would say. They'd say things like the area had.... what, 5 military bases ? Or that Vault Tec HQ was out there. Given the value of some of the Vault's experiments, databases on the Vaults would be nice. Also, I'm sure that a scouting party reporting back that there's an organized Enclave presence on the East Coast would be of interest to the NCR.

The NCR isn't authoritarian. It can't commit itself to such a long-winded campaign, indeed is even seen to be on the verge of failing in its own backyard, having launched an offensive to seize and hold the Hoover Dam, without fomenting significant, negative backlash from powerful special interests within its own borders. It isn't realistic that everyone would glibly support throwing young men and women into another campaign for very long without exhausting themselves and their enthusiasm for the current administration who chose to push into the Capital Wasteland.
I could see a MacArthur-type figure within the NCR brass wanting to push across the US, driven by personal ambition and grand delusions who might want to see the NCR in DC. This, however is insane.

Upon discovering the railroad, I could totally see an expeditionary force launched, just to see what's what.
The concentration of hostile, unintelligent SMs, well entrenched BoS and flourishing Enclave would discourage them from overt military action.
Though if it were revealed that the NCR paid the Talon Co to cause trouble I wouldn't be surprised (though I am fairly sure it's Boston related in actual canon).
